Noise in front end under brakes

we have a weird as hell noise coming from front brakes not pads as they were replaced 6 months ago and noise started three weeks ago. It's a weird winding noise that comes and goes.

I can't think what a winding noise would sound like, wheel bearings maybe. Pads may have glazed over?were the rotors machined or replaced?
